Selectboard members attend meeting at the Town of Hill

 

Members Present: Steve Favorite (SF), Joe Denning (JD), Bruce Van Derven (BVD), Town Manager Elizabeth Corrow

 

6:30pm

Members of the Bristol Selectboard and Town Manager Corrow attended part of the Hill Selectboard meeting with engineers from Dubois King to discuss the Borough Road bridge.

 

The schedule was reviewed Evan Detriech, engineer Dubois & King. The preliminary plans for the bridge are complete and in the hands of NHDOT for review. Mr. Detriech has requested a meeting with Steve Lakis at DOT to go over the plans. Mr. Detriech indicated they should be ready for bidding in January. Mr. Detriech indicated from their research it didn’t appear that any Department of Environmental Services permits would be required for removal or construction of the bridge but they will be double checking with the Department of Environmental Services. Ms. Corrow asked about the Army core of engineers. Mr. Detriech and Mr. Durfee (Dubois & King) indicated that we shouldn’t need anything from the Army Core of Engineers. Mr. Detriech stated that there is a power pole that will need to moved for this project. The plans show approximate limits of right of way and easements that will be required. The limits will be further defined once the preliminary plans are approved. Mr. Detriech noted that the contractor will need to excavate down pretty far right next to the road on the Bristol side to construct the abutments which will require one lane traffic with a light in this area of Smith River Road.

 

There was decision about timing of bidding and construction.

 

Ms. Corrow indicated that Bristol does not currently have the funding needed for the project but will be making their request at town meeting in March. Therefore, request for bids could go out contingent upon funding at town meeting but contracts shouldn’t be signed until we have town meeting approval. Therefore, the bid could go out in January and a contract awarded no later than April 1st (60days).

 

The group discussed the need to contact Nancy Mayville to ensure funding for this project has been moved to fiscal 2008 as she indicated at the last on site meeting and that NHDOT has no problem with the town’s going out to bid contingent upon funding from town meeting. It should also be mentioned that we will also require a contract for bidding services to be approved before town meeting with Dubois and King as their current contract only goes through design.

 

Meetings with property owners regarding easements will be facilitated once the preliminary plans for the bridge have been finalized.

Ø      Ms. Corrow to send e-mail to Nancy Mayville (NHDOT) to confirm when funds will be available and discuss bidding contingent upon town meeting approval.

Ø      Mr. Detriech to contact DES to determine if there are any permits required.

Ø      Town of Bristol & Hill to work on necessary easements once preliminary plans have been finalized.
