Vice Chair Selectman Paul Fraser called the meeting to order at 7:00pm.

Recycling Committee
Ms. Corrow stated that she has come up with a suggested charge for a recycling committee. To review the current Transfer Station facilities, and recommend improvements to those facilities and programs, that would result in an increase in recycling, additional revenue to the town and or more efficient processes. Mr. Denning suggested a time element to getting a Committee appointed and recommendations back to the board. Ms. Corrow suggested a period of about 3 months for the committee to do their work. Mr. Fraser stated that the Selectmen’s goal is to have recommendations for committee appointments by the July 12th meeting. Ms. Corrow introduced Bob Paradise who is interested in being on the Recycling Committee. Mr. VanDerven suggested a date certain for the committee to come back to the board, so there is enough time for the budget season to implement recommendations. Mr. Denning suggested September 30th for the date the committee should report back to the board. Ms. Corrow agreed that September 30th would be a good date. Mr. Van Derven cited many communities in the area that have recycling programs we could learn from. Ms. Corrow gave an example of Plymouth’s operation and stated that Plymouth makes about $260,000 in revenue on recycling a year. Mr. Fraser stated July 12th the committee would be appointed and suggested that by mid July the Committee would have met and begin scheduling and fact finding which will give them 8 to 10 weeks to give a proposal at the end of September.
Cummings Beach Debris Concern
Ms. Corrow stated that at a section of Cummings Beach have had nails and bolts and other parts that have started to surface on the beach. Ms. Corrow believes that many years ago it is possible that, the area was used to bury car parts or some other type of landfill before it was part of the lake. Ms. Corrow also stated that people in the community were concerned that the attendants were not cleaning the beach. However, after investigating she learned what was happening was that they were in fact cleaning the beach but new parts would come to the surface each day. She also stated that there has been more time and money and attention spent on both beaches, so she was disappointed to haer about the concerns. Ms. Corrow requested that Mr. Nebesnik, as health officer, call the DES to ask for their guidance on the matter. Mr. Nebesnik also did some additional water sampling to test for toxicity. The Shoreline Protection Agency was also contacted to see what should be done. Ms. Corrow informed the Selectman that the beach attendants spent hours today picking up parts and pieces along the beach and a couple feet from the shoreline. Ms. Corrow stated raking the beach weekly will address the issue temporarily, but that we will need to have a more elaborate plan to ensure pieces are removed and the beach is safe. Ms. Corrow asked Mr. Nebesnik to begin the process to submit an application to DES to clean the beach. She stated if approved she would like to hire someone with a Junkyard Magnet to run across the beach after it is raked up and then put the clean sand back in place with the help of the highway department. Mr. Fraser questioned whether the area should be roped off while the issue is being dealt with. Ms. Corrow stated we could if it gets worse, but we would not be able to obtain the permit until October when the water is lowest. Mr. VanDerven questioned the size of the items on the beach. Ms. Corrow stated there are nails, bolts, nuts and piping that seem to have been there for years. It had been stated to Ms. Corrow that the beach attendants and commission have been aware of items surfacing in the past, but the condition is much worse now. Mr. Denning suggested we let the Conservation Commission know about the situation. Mr. VanDerven recommended allowing the Town Manager to decide whether something should be posted regarding the issue. Mr. Fraser stated Ms. Corrow has the boards support as she proceeds with the issue.
Selectboard Items
Mr. Denning reported on the Freudenberg Dam. He spoke to Freudenberg about the possibility of a donation in lieu of some services we gave them in May due to flooding. Mr. Denning talked to Rene Lefebvre, and things have stopped from the Environmental Service Protection State Agency on the permits for the dam. Freudenberg has no idea on what the cost will be. Mr. Denning called Bureau of Dams and talked to Steve Doyon the engineer that was here for the May flooding, and set up an appointment for July 3, at 1pm, to find out what the next steps will be.
Mr. Favorite announced the dance on July 7th from 8 -12, and the fireworks can be watched from the dance hall. Mr. Favorite also announced that they are working on a Farmers Market between the Middle School and Parkhurst Hardware Store. One of the new hires at Parkhurst has offered to assist with bicycle races in Bristol in the future.
Ms. Corrow was pulled away from the meeting when she returned informed the board of a hostage situation that was occurring in town right now. The hostage has been released and the police are in the midst of a stand off. The SWAT Team has been brought in to help handle the situation.
Town Manager Items
Ms. Corrow stated the cash flow is better as we have been receiving tax bills in.
Ms. Corrow stated she held a meeting with a representative from Silver Shores, The Big Catch and Swiss View along with Bernie Waugh. Attorney Waugh suggested getting all the parties together in an effort to get a better understanding of the issues and the various uses that each party is intending to proceed with for the section of the Beach in front of The Big Catch, Silver Shores and Swiss View. Ms. Corrow stated Silver Shores is moving forward with their dock. The Big Catch wants to have a mooring or a dock, and Swiss View would like to settle their boundary line, however, Swiss Views boundary would impact The Big Catch’s ability to have a mooring or a dock. Attorney Waugh is going to research whether The Big Catch can legally put a dock in. Ms. Corrow suggested having the area surveyed (or having the Swiss View survey reviewed by a surveyor) which will provide definite boundary lines of each property. Mr. Denning thinks the survey is a good idea because he feels Swiss View believes they own more on the beach then they actually do. Ms. Corrow stated this survey is not being done because anyone thinks Swiss View is wrong, it is just being done to review their research and confirm their findings. Mr. Fraser suggested expending the funds to hire a surveyor.
Ms. Corrow met with KV Partners, an engineer, regarding improvements to Avery Crouse Beach. The engineers have taken a look at the beach and a landscape plan that was constructed previously. KV Partners have provided a quote of $7500.00 for a detailed plan that would address issues with drainage and other improvements for the area. Ms. Corrow requested the Selectmen authorize her to over expend the beach line or move funds to cover the expense. She stated she does not like to do this, but she did commit to the Budget Committee and the residents at the Beach that she would take a good look at the beach and form a plan to make serious improvements for the future. Mr. Fraser questioned whether the drainage could be looked at this year and the landscape portion next year or did they need to do it all together. Ms. Corrow stated it should be done together. Ms. Corrow read the proposal which explains what the concept plan would include. Mr. VanDerven suggested informing the residents along the beach at the beginning stages of the plan which could allow them to get involved with the improvements should they want to hire there own engineer to work with the Town’s engineer for improvements to their own property. Ms. Corrow stated it would be fine if the residents would like to have a side contract with the company for their own improvements.
Selectboard Items
Mr. Van Derven wanted to thank Ms. Corrow for a job well done. He stated many people have complemented the wonderful job that is being done and believes this is due to the tone set by Ms. Corrow. Ms. Corrow thanked him and stated the tone is really set by the Selectmen and without a good Selectboard she would not be such an effective Manager.
Mr. VanDerven stated he has heard great comments about the Police Chief.
Mr. Fraser questioned what sort of response the Town could have regarding the Carbon Coalition that was passed at Town Meeting. Mr. Fraser stated things are already done to reduce energy costs, but suggested a set of guidelines for ways the municipality could be saving on energy costs. Mr. Fraser volunteered to get something on paper for the board to review. Mr. VanDerven volunteered to contact Don Martin.
Motion to adjourn was made by Mr. Paul Fraser; seconded by Mr. Bruce Van Derven; vote was unanimous.
