Minutes of 09-07-06
Present: Joe Denning (JD), Steve Favorite (SF), Paul Fraser (PF), Town Administrator Bob Veloski and the administrative secretary. Rick Alpers and Bruce Van Derven were absent from the meeting.
Vice chair Joe Denning announced that the Vice chairmanship would be rotating for the next three weeks (in the absence of Chair Rick Alpers).
Mr. Paul Brigandi (Nyberg Road): Mr. Brigandi opened his statements by saying that on August 4th, Corey Johnston had been notified that he had 10 days to respond to the Board’s letter and to date, has not done so. Mr. Brigandi read a list of problems that he and the other residents of Nyberg Road feel have not been addressed by Mr. Johnston. A discussion of the various contacts, phone messages and emails took place, with it being noted that the last email from Mr. Johnston had indicated that he felt it was a civil matter. Mr. Brigandi stated that there was 1 truck load of ledge pack put on a section of the road after the meeting in July, adding that it was the only work that has been done other than digging a ditch. Joe Denning suggested having Mark Bucklin go up to Nyberg Road to review its condition and give the BOS an estimate on the cost of repair. Mr. Brigandi stated that Rick Alpers (at the previous meeting) had said the Town would give him (C. Johnston) ten days to respond and if he hadn’t, the Town would do the work and bill him for it. Debate took place on if that comment had been made as the Town "would" do it or if the Town "could" take that approach. The Board reached a consensus on the following: Mark Bucklin to review and give a cost estimate, send copy of the estimate to C. Johnston noting that $800 had been spent by the other families in repair of the road so that they can enter their properties. Mark is to meet with Bob Veloski and possibly Dan Paradis, contacting Mr. Brigandi prior to their review so he can accompany them if he wishes to.
Mr. Phil Preston: Mr. Preston introduced himself to the Board, stating that he was running for State Representative. He added that he would like to come in on occasion to see what was happening within the community.
Police Building Committee: Town Administrator Veloski stated that the Town had received 5 RFP’s for the new police station. He explained that the P-team (Committee) will be reviewing them at their next meeting and will narrow them down to 3 or 4 for presentation to the Board.
Selectmen’s Items:
Bob Veloski, Steve Favorite and Paul Fraser had attended a meeting last week on the Central St Bridge with New Hampton. They believe a sidewalk can be added on the Bristol side within the road ROW.
Manifests for Accounts Receivable./Payroll were reviewed and signed by the BOS.
Motion to enter non-public session according to RSA 91:a-3(b) consideration of hiring a public employee was made by JD; motion was seconded by SF: roll call vote polled by the secretary resulted in all three members responding "aye" to enter non-public session. The Board entered non-public session at 7"38pm.
The Board returned to public session at 8:52pm and adjourned.
