Minutes of 09-14-06
Present: Joe Denning (JD), Steve Favorite (SF), Paul Fraser (PF), Town Administrator Bob Veloski and the administrative secretary. Rick Alpers and Bruce Van Derven were absent from the meeting.
The meeting was called to order at 6:30pm
Town Administrator Items:
Budget Committee meeting was Monday night. Selectman Favorite said he had been asked some tough questions and had been researching answers for the Budget Committee.
Letter from DRA where the $10K as a warrant article was not allowed and needed to be deducted from the operating budget. Bob Veloski stated that we were already aware of it and had anticipated the letter from DRA.
Information from NH Dept of Safety has been forwarded to Mark Bucklin and Chief Skantze. The requests must be filed by November 1st.
PSNH – 10 street lights out, has notified PSNH along with the pole #’s.
Motion by Joe Denning to enter non-public session according to RSA 91:A-3 (c) to discuss matters which would adversely affect the reputation of a person; motion was seconded by Paul Fraser: Roll call vote polled by the secretary resulted in the following: PF –aye, SF –aye and JD –aye. With all three Board members voting in the affirmative, the BOS entered non-public session at 7:47pm.
The Board returned to regular session at 7:00 pm.
Nyberg Road (complaint of non-repair):
Both Mr. Brigandi and Mr. Johnston presented the BOS with their versions of events, circumstances and recall of incidents and discussions that have happened since 2004 in regards to the Nyberg Road issue. Selectman Fraser stated that he was trying to find some common ground and previously had nothing to judge the "before construction" to the "now" condition of the road. Mr. Brigandi’s contention is that the roadway has not been returned to its pre-subdivision condition while Mr. Johnston feels that the damage to the road was not due to the heavy equipment, but caused by improper drainage, heavy rains and the roadway was not maintained properly. Discussion went back and forth among the BOS, Mr. Brigandi and Mr. Johnston. The Board felt that they had gathered enough information and would take the matter under advisement. No formal Board action was taken at this time.
Public Input:
Mr. Jerry Nialetz inquired about the broken equipment at Kelley Park and who was responsible to replace it. He stated that most of the playground is in sad shape. The Board asked that he compile a list and forward it to the Town Administrator who can then discuss it with Mark Bucklin.
Mr. Nialetz also expressed his concern with the condition of the sidewalks. Several areas were mentioned as being steep and falling apart. Discussion took place that this was one of the first areas that got cut from the budget nearly every year. The BOS suggested getting a group of people together to submit a petition to be presented to the Budget Committee and/or at Town Meeting.
Brief discussion took place over the general downtown area, the Mica building and traffic flow.
Town Administrator Items (continued):
Plymouth is looking to put a repeater on Tenney Mountain, which would lower the cost for the PD radios.
Kelley Park – would like to okay the foundations to be poured this fall, finish the dugouts in the spring.
Selectmen’s Items:
Further discussion took place over Nyberg Road the Board asked that Bob Veloski draft a letter to Mr. Brigandi (with a CC to Corey Johnston), the Board will review and approve/sign next week.
Motion to enter non-public session according to RSA 91:a-3(e) pending litigation was made by JD; motion was seconded by SF: roll call vote polled by the secretary resulted in all three members responding "aye" to enter non-public session. The Board entered non-public session at 8:41pm.
The Board returned to public session at 9:12 pm and adjourned.
