Minutes of 07-20-06
Present: Rick Alpers (RA), Joe Denning (JD), Bruce Van Derven (BVD), Steve Favorite (SF), Paul Fraser (PF), Town Administrator Veloski and the administrative secretary.
Board Chairman Rick Alpers called the meeting to order at 6:00pm.
Board Chair Alpers stated that the purpose of the meeting was to meet in non-public session with the I-team and discuss the interview and hiring process for the new Town Manager.
Motion by Steve Favorite to enter non-public session according to RSA 91: A 3 ii (b) consideration of hiring a public employee; motion was seconded by PF: roll call vote polled by the secretary resulted in all five Board members voting "aye".
The Board entered non-public session at 6:04pm
The Board returned to public session at 7:15pm and took a short recess before resuming.
Board Chairman Alpers informed those present that this was a workshop session and normally they do not hold public input during these meetings.
The Board met with Town Moderator Edward "Ned" Gordon regarding the Summer Town Meeting which will be held on Saturday, July 22; beginning at 10 am and held at the Town Hall on Summer St. Briefly discussed was the tentative agenda, who would be making announcements, and the general organization of the meeting.
Correspondence, Memos, Etc.:
Lakeside Village Association – (on agenda for next week at 7:30pm)
Town spring on Lake Street – the boulders need to be removed as they are in the state right of way. Two complaints have been received from individuals who say they make it difficult or impossible for them to have access to the spring. Mason Westfall has worked with the State DOT on this and reported that they will be installing a curbing so vehicles can’t drive up directly to the spring, but will allow pedestrian access. It was also reported that DOT will cover the cost of this project.
A thank you letter for $$ donation to the fireworks was signed by the BOS.
Kelley Park Commission – hold for now.
Town Administrator Items:
Boat being left on town beach – PD will check to see if they can find owner. Town ordinance states that no personal property can be left on beach.
Lakeshore Village – next week’s agenda
Bill Barrett – has offered his services as clerk of the works for bike path project.
Disability Insurance – put into next year’s budget considerations.
PD Building – Bob Veloski will forward the charge given by the BOS to the P-team members
Personnel Policy Changes – Bob to coordinate first meeting
Homeland Cemetery – item on hold for now.
Bristol Shores Trash – letter sent to Mr. Meissner
Employee Recognition – incorporate into part of Old Home Day/Flood recognition; JD to handle this item.
Library Annex payment -- $50k now on Town’s share of purchase price.
Hazard Mitigation Plan – Bob V working with LRPC on this

The Board also discussed the fire department pumper truck is now out of service. It was reported that the radiator needs to be fixed.
Motion by Joe Denning to enter non-public session according to RSA 91:A 3 ii (c) matters which, if discussed in public, would likely affect adversely the reputation of any person; motion was seconded by RA: roll call vote polled by the secretary resulted in all five Board members voting "aye". The Board entered non-public session at 8:57pm.
The Board returned to public session at 9:11pm. The chairman asked if there were any other business to consider before entering non-public session to discuss hiring the new Town Manager. With no further business:
Motion by SF to enter non-public session according to RSA 91:A 3 II (b); motion was seconded by BVD; roll call vote: SF –aye, JD –aye, RA –aye, PF –aye, BVD –aye. With all five board members voting in the affirmative, the Board entered non-public session at 9:12pm.
The Board returned to public session at 9:47pm
Motion to adjourn was made by JD; seconded by SF; vote was unanimous.
The meeting was adjourned at 9:48 pm
