Minutes of 06-08-06

Present: Rick Alpers (RA), Joe Denning (JD), Steve Favorite (SF), Paul Fraser (PF), and Town Administrator Bob Veloski. Angela Mahoney was sick and was not present at the meeting

Board Chairman Rick Alpers called the meeting to order at 6:40pm.

The BOS signed a PAF for a library page, reviewed recommendations for 2 appointments to the HDC and decided to have the applicants come in next week and do interviews SF presented an agreement for the BOS to review for the use of the Library Annex by the Chamber of Commerce.

The BOS questioned the applicants on different subjects and their interest in becoming a ZBA member and thanked all applicants and said it would be a rough decision as all were very qualified and interested in the position. No decisions were made.

Public Comments:

Mr. Mike Bannan:

Mr. Bannan had concerns about the way the state controls the Newfound Dam and when they release water around rain storms. The T/A will contact the state and gather information on the process. Mr. Bannan asked about the status of the emergency declaration by FEMA for Grafton County. The T/A answered that he had been in touch with the Office of Emergency Management (OEM) and no decision had yet been made, but the OEM would be traveling Grafton County next week and trying to determine if the County made the $250,000 level of damages. The T/A reported about $60,000 in expenses so far for the Town of Bristol.

Ian Schaffer:

Asked about the contract with Metrocast as his road had not been done and from conversations he has had with Metrocast it did not appear that it would be done. The T/A will call Metrocast as Jeffers Road appears on the map a s road to be covered.

Bill Phinney:

Mr. Phinney reported that the tours of the Police Stations had gone well, however, only the Police Chief and Mr. Phinney showed for the tours. Mr. Phinney questioned the BOS about appointments to the building committee and he was told that the final selections have not been made. BVD asked about a report that he had asked for and not received from the Police Chief. Mr. Phinney will look into this.

Kathleen Girona:

Ms. Girona asked about the status of the fire works for the 4th of July. JD has talked with Holiday Hills about their concerns and with Ms. O’Neil about her property as a site. BVD expressed concerns about the fire works and the safety of the observers. There was considerable discussion about the display and it was felt that the Town would go ahead with the display on July 2 at dusk at the foot of the lake. A vote was taken and it was 4 aye 1 nay (BVD dissenting). Ms. Girona expressed her pleasure about the cooperation of all people in town about events like the fire works.

Joe Collito:

Mr. Collito expressed his concern that all parking spaces that did not meet the 20’ guideline by the state were not removed. There was considerable discussion over the downtown parking and cross walks. RA made a motion to return the missing parking spaces, seconded by PF and discussion ensued. SF advised the BOS and the audience that these issues are being looked into and there will be a meeting with the state on these issues on June 23, 2006 at 9:00am at the TOB for all that are interested. As part of the discussion the missing hand rails leading into Shacketts building were discussed and the need to contact Jeff Shackett about returning the hand rails. Ms. Sheila Adams expressed her concerns about the safety of pedestrians in the downtown area, especially around the flashing light coming into the downtown area. This is to be added to the meeting with state officials. RA withdrew his motion pending the meeting with the state. JD expressed his concern that the Bike Shop was a school function and the speed limit should be reduced, this is to be added to the discussion with the state. There was a brief discussion about a traffic light to slow traffic, this was also added to the state list.

BOS Items:

JD volunteered to be the BOS rep to the Budget Committee. He would also like to see copies of the beach policy, transfer station and dog rules passed out with permits. The T/A to print copies and give to the Tax Collector for distribution.

SF showed pictures of the drain on lake Shore Drive, the T/A had received complaints that the drain was blocked and had viewed them and found that they were not blocked.

BVD had received a complaint of a parking ticket being issued on Wulamet Road. The person was parked in the wrong direction on the street. No action taken.

JD there was a brief discussion over the naming of Lake Side Drive. More research is necessary.

BVD had a question on the damage to private property during the recent flood. The T/A requested that everyone who had flood damage report it to the T/A so it can be forwarded to FEMA.

JD would like a memo sent to all residents where paving is to take place this summer, so the residents would be aware of possible interruptions in their commute. Mark Bucklin to give notice to the residents of streets impacted.

RA read a letter from Jan Laferriere thanking the BOS for their actions during the flood.

 

RA would like the Assessor to come in and apprise the BOS of the revaluation scheduled for this year.

RA updated the BOS on the Town Manager status. A letter will be sent to each employee advising them of the current status. 10 scheduled for interviews. Hiring of TM by possibly mid August.

JD showed the BOS a newsletter aimed at the residents displaced by the recent flood.

Public Comments:

Richard Walenda would like the BOS to take action against the owner of 2 properties that have been undeveloped over the past few years. SF advised him that this is private property and the town has no jurisdiction over the matter.

Mason’s abatement request:

The BOS discussed the request of the Mason’s to abate last years tax bill. RA listed the charitable contributions buy the members of the Masonic Association. After reviewing the list BVD made a motion to abate last years taxes, seconded by SF. Motion passed 3 aye; 0 nay; 2 abstained.

 

Public Input:

Richard Walenda complained that he was not given a full senior credit on his property tax. The T/A to discuss with the appraiser.

Mediation:

The BOS discussed the pending mediation and who should attend. During the discussions BVD stated that a prerequisite to the mediation was a full and complete response to the pending declaratory judgment on the part of the opposing attorney, based on the response BVD did not feel that the town should go ahead with the mediation. JD did not agree with BVD’s assessment and said the mediation should continue, after a long discussion the T/A suggested that this issue should be done in a non-public session as the discussion was about a pending law suit .

Motion by JD to enter non-public session according to RSA 91-A:3 II (e); seconded by PF. Roll call vote polled by the T/A resulted in all 4 members voting "aye" to enter non-public session. The Board entered non-public session at 9:45 pm.

The Board returned to regular session at 10:10pm.
