Minutes of 04-20-06

Present: Rick Alpers (RA), Bruce Van Derven (BVD), Joe Denning (JD), Steve Favorite (SF), Paul Fraser (PF), Town Administrator Bob Veloski, Town Attorney Bernie Waugh, Mike Bannan, Bob Curdie, Bob McCormack, Jan Laferrier, Dan Paradis, Sondra Heaney, Clay Dingman, Jody Favorite, Norm Skantze, Richard Walenda, Barbara Greenwood, Bob Patten, Tom Winn, Bob Doucette, and Janice DellaCroche

Board Chairman Rick Alpers called the meeting to order at 6:10pm.

Legal update by Bernie Waugh:

Attorney Waugh presented his annual update to the Town Officials on changes in the laws. See attached sheet. Followed by a brief question and answer session.

The Board returned to regular session at 7:45 pm.

Historic District Commission:

Clay Dingman presented the BOS with a proposed application and fee schedule for the HDC applications. There were a few questions from the BOS about the reasons for the fees and who would have control over the funds. A motion by BV to accept the application and the fee structure, seconded by RA. The motion passed 5 yes 0 no.

Motion by PF to enter non-public session according to RSA 91-A:3 II (a); seconded by JD. Roll call vote polled by the TA resulted in4members voting "aye" to enter non-public session. The Board entered non-public session at 7:45 pm.

The Board returned to regular session at 8:05 pm.

Motion by PF to enter non-public session according to RSA 91-A:3 II (e); seconded by SF. Roll call vote polled by the TA resulted in4members voting "aye" to enter non-public session, Board chair Rick Alpers recused himself from the discussion. The Board entered non-public session at 8:05 pm.

The Board returned to regular session at 9:32 pm.

SF Made a motion to accept the gift from the Chamber Of Commerce for the donation of a booth for the Transfer Station and permission of the Chamber of Commerce to use the Library Annex (formerly the Premium Glass Building) office for an information booth. Seconded by PF. Motion carried 5 yes 0 no.

Motion to adjourn was made by BVD; seconded by SF; vote was unanimous.

The meeting was adjourned at 9:40 pm
