Minutes of 10-12-06

Workshop Meeting

Present: Chairman Rick Alpers (RA), Bruce Van Derven (BVD), Joe Denning (JD), Steve Favorite (SF), Paul Fraser (PF), and the administrative secretary.

The Board met with Donald Milbrand Jr and Janice Delacroce in an informal interview for the two vacant positions on the Bristol Planning Board. Motion by BVD to appoint Donald Milbrand Jr and Janice Delacroche to the vacancies on the Planning Board; motion was seconded by PF; vote was unanimous to appoint. Appointment forms were signed by the Board.

The Board reviewed the email from Atty. Hengen.

Joe Denning stated that he had spoken with Bill Barrett about the Bike Path. Public Service has moved their part, but Verizon had not. Ray Burton called Verizon who reported that it should be done by Tuesday. The expected date for paving is October 27th and a completion date of November 8th. The Board briefly discussed the Old Mill Building and reasons for securing it or making it less accessible for people traveling on the bike path. It was suggested to put up orange tape or board it over to keep people out. The Board placed this on their "to do" list.

Mason Westfall (Conservation Commissioner) addressed the Board with his concerns regarding the wetlands permit application submitted by Silver Shores. He stated that the Conservation Commission and the Town Clerk has to sign off on the permit before it can be sent to the State DES. He stated that cumulative impact on the lake has resulted in substantial changes to the lake and waters over the years. He is not opposing the dock, but questioned if this was the best possible location for it. He explained that he had reviewed the previous applications and is wondering why the proposed location has been moved several times. Generalized discussion took place over the placement of the swim lines, the public beach, location and size of the dock, etc. No formal Board action was taken on this issue; however, they did ask that the Lorah’s be invited in to meet with the Board and Mr. Westfall so that everyone was in agreement and all questions and concerns could be addressed at the same time. Angela will contact the Lorah’s to see when they can come in. (BOS suggested the 2nd or 9th).
