Minutes of 01-05-06

Present: Susan Duncan, Bob Veloski - T/A, Eric Rottenecker citizen, Fire Commissioners Doug Williams, John Bianchi, and Bob Patten, Fire chief Norm Skantze, and fire fighters Bob Glassett and Chris Dolloff

Absent Angela Mahoney, Assessing Clerk, Bruce Van Derven and Rick Alpers, Selectmen

Chairwoman Duncan called the meeting to order at 7:25pm.

Ms Duncan noted that due to the absence of two Select Board Members that no actions could be taken as a result of this meeting but that the meeting would be open for public comment.

Ms. Duncan asked the TA to check on some encumbrances that appeared to be missing in the Beach line of the budget.

Ms. Duncan read the list of items that cannot be disposed of in the household trash and that two new items must now be separated form other trash: sheet rock and pressure treated wood. The town must make other arrangements for this refuse.

Mr. Rottenecker was waiting for Mr. Kneeland and requested a copy of the proposed revised ordinance be forwarded to the BOS.

Ms. Duncan read some correspondence for the BOS including an announcement from DRA about upcoming training and asked if the TA and Assessing Clerk could attend. There was a letter from the Town of Hill about the Burrow Road Bridge and asked if the TA could attend. No time was listed in the Hill letter.

Ms. Duncan asked how the transfer to new software was proceeding and was told that it appears to be proceeding better than before.

Ms. Duncan noted that in the expenditure report only one section was over budget and that was the Health Officer budget and that was because he had to board up a burned out building.

Mr. Rottenecker asked about the budget for the Health Officer and it was explained.

Ms. Duncan asked the status of the Boston Post Cane. The TA will contact Mr. Corey Johnson and check.

Ms. Duncan noted that the TA had sent an e-mail to the BOS about apparent changes in the way the courts are interpreting RSA 91-A in reference to individual privacy rights. This was in response to a request for a copy of every building permit (which contains personal information). The Town has the right not to give out the personal information but does have the ability to give out statistical data.

Chief Skantze talked about an up coming meeting with Comstar over billing information and the status of the contracts with the other towns. There is a meeting scheduled on 1/11 at 10:00 am. The TA will be there. There was discussion over the pros and cons of a multi year contract. It was discussed that there should be a meeting set up with the Fire Dept and the BOS to decide how to proceed.

The Fire Commissioners and the Fire Chief updated the BOS on the status of engine 2 and requested that the Fire Department be allowed to lease a used fire truck until the new truck is delivered. The estimated cost to repair the truck is in excess of $3,000 the lease until April would be around $1,800 at $20 per day. .

Chris Dolloff updated the BOS on the status of the new truck. It is 50% painted and should be in Bristol during April. The trade in value of engine 2 will be diminished by the damage to the transfer case and a discussion ensued over the best method of disposing of the old truck. Ms. Duncan requested that every effort be made to maximize the amount the Town can obtain for the old truck.

Chief Skantze apprised the BOS of the repairs needed to make the ladder truck certifiable; the estimate to repair was $3,000. Nothing will be done at this time.

As a quorum of the Board was not present , no votes could be taken. Ms. Duncan will call a special meeting of the BOS to take action on this request of the Fire Department.
