Joint Loss Management Committee Meeting

APPROVED

Thursday, August 3, 2006 – 12:10 p.m. to 1:55 p.m.

 

 

Attendance

Committee Members Present:               Mark Bucklin, Jeff Chartier, Mike Goss, Peggy Petraszewski, Cindy Rogers, Gylene Salmon, Joe Sarto, and Bob Veloski.

 

Guest Present:                                      David Witham, Primex

 

Committee Members Absent:                Norman Skantze and Barry Wingate.

 

Minutes

 

The minutes of April 6, 2006 were reviewed. Bob made a motion to accept the minutes as written with a change in the spelling of Joe’s last name; Joe seconded the motion, the motion passed. The minutes of the November 10, 2005 and January 19, 2006 were still unavailable. Discussion followed on proceeding with new onsite inspections of all previous site inspections that were done.

 

New Business

 

David Witham from Primex was present to speak to the JLMC regarding workers comp issues. Dave gave an overview of Primex and reviewed the Action Plan for the Town of Bristol. Dave reviewed graphs containing information on the reduction of claims. The town has seen a 75% decline in claims. Dave will be updating the forms and forwarding them to the JLMC for review.

 

 Discussion followed on the Action Plan. Primex’s first recommendation is the “Supervisor Academy”. They would like to see supervisors within each department (Lieutenants, Sergeants, etc.) attending this training. Dave explained that this will make the workplace a safer environment and that the more training the better the employees become. The second recommendation is that all claims be submitted within five (5) days to Primex. Reporting is usually late due to employees not notifying the employer or supervisor in a timely fashion. This could be cost saving due to intervention. On an average the last two (2) years of reporting have taken approximately twenty (20) days. Most of these cases are due to injuries sustained at the New Hampshire Police Academy or Fire Academy. Dave did indicate that the Town was on track with the second recommendation in the Action Plan and there has been a great improvement in reporting. All departments are going to comply with recommendation three (3) in purchasing YakTRrax for use during inclement weather. Dave explained that they can also be purchased directly through Primex at ½ price. Recommendation four (4) has been addressed and the JLMC will continue to invite a Primex representative to come to all meetings. Dave indicated that the Committee is doing a very good job.  

 

 

The JLMC reviewed three old claims. The JLMC then reviewed a new Analysis of Worker’s Comp Forms and/or Workers’ Compensation Injury of a Firefighter who had fallen out of a vehicle. The Committee discussed preventative measures to keep this from occurring again in the future. The Committee’s recommendation is that no personnel can ride unsecured in the back of any vehicle.

 

Dave discussed with the JLMC Risk Assist Projects these would include vehicle related issues, cell phone policies and seat belt policies. Discussion followed that these types of policies are already in place. Dave indicated that the most costly claims are motor vehicle related. Dave told the Committee that they can submit a copy of the seat belt policy to will a Free Back System,

 

Old Business

 

The JLMC discussed the future need on on-site inspections. The Committee will try and do some of the needed inspections the last week in August and the 2nd week in September.

 

The JLMC reviewed the “Air Quality” results of the testing that was done in the Town Office Building. Bob updated the Committee on the repairs to the Fire Panel and Emergency Lighting issues.

 

There will be a debriefing on the “Dam Incident” at Newfound Regional High School on August 16, 2006. It is encouraged that all that were involved attend the debriefing.

 

 

Other Business

 

The JLMC discussed a letter received on May 8, 2006 from the Department of Labor. Bob indicated that the Selectboard would be addressing the issues contained within the letter.

 

The next scheduled JLMC meeting date was set for October 12, 2006 at the Water and Sewer Treatment Facility.

 

Joe made a motion to adjourn the meeting; Jeff. seconded the motion, the motion passed. The meeting was adjourned at 1:50 PM

Town Office Building On-Site Inspection

Areas of Concern 8/3/06

 

DOWNSTAIRS

 

1.                  Welfare Office contains flammable material stored under the stairway.

 

2.                  Hall closet contains cleaning supplies.

 

3.                  Mens/Ladies bathroom lights need defusers. (Upstairs and downstairs)

 

4.                  Boiler room has batteries stored in that location.

 

5.                  Police Department fire extinguisher needs recharging.

 

6.                  Concerns about Police Department hallway electronics. Need to have hard wire not the use of extension cords.

 

UPSTAIRS

 

7.                  Town Clerk’s office – top shelf in supply closet needs 18” of clearance from the sprinkler head.

 

8.                  Selectmen’s Office concern of weight on floor from file cabinets.

 

9.                  Meeting Room outlet covers are broken.

 

10.              Emergency lighting upstairs hallway not properly working.

 

11.              Runners in all hallways need to be secured to prevent tripping.

 

12.              All Fire extinguishers need to be inspected on a schedule.
