Committee Members Present: Mark Bucklin, Jeff Chartier, Mark Chevalier, Ben LaRoche, Peggy Petraszewski, Gylene Salmon, Joe Santo, Bob Veloski and Barry Wingate.
Committee Members Absent: Norman Skantze.
Minutes
There were no minutes to review as the Committee has not received any from the previous Chair. Discussion followed on redoing all of the previous site inspections that were done. Gylene indicated that she has contacted Kathy on numerous occasions regarding the previous minutes, but has yet to receive anything from her.
New Business
The JLMC discussed the Action Plan for Town of Bristol that was received from Primex. Discussion followed on the Action Plan as some of the items were already being addressed. Gylene will provide the Town Administrator with the information from Primex regarding enrolling Supervisors into the Primex Supervisor’s Academy. Discussion followed on the information provided on YakTrax traction devices. Jeff indicated that his department currently uses them. The Highway and Police Department will purchase them for the upcoming winter season. The Committee discussed the possibility of emailing the meeting minutes to Primex to keep them informed of our progress.
Chief Wingate briefed the JLMC on an injury that occurred when an officer slipped on ice during a motor vehicle accident. The JLMC indicated this would be a good example of when the YakTrax may be of some assistance. Chief Wingate then briefed the Committee on an injury received at the New Hampshire Police Academy. The JLMC did not have any recommendations regarding this injury.
Old Business
The JLMC discussed the status of the Safety Responsibility Forms and Safety Orientation Forms. They will now be included in the Town Policy Book and given to new employees upon hire with all other administrative paper work.
Chief Wingate briefed the Committee on the new in car video systems in the police cruisers.
The JLMC reviewed a letter sent by the Committee addressing budgetary safety concerns to the BOS. Town Administrator Veloski indicated that it would cost approximately $600.00 for two air units for a study being done on the air quality both upstairs and downstairs. He indicated that he was able to get a company to do the test for $150.00. TA indicated that they are asking 123 Lock&Key to give the town an estimate to repair the fire panel and to address the issued with the security system.
The Town Administrator briefed the Committee on the new phone system that will be installed throughout the town office building. Chief Wingate indicated that the Police Department no longer needs a dedicated line for the intox machine and would like to use that phone line as an unpublished phone line.
Discussion followed on the approximate cost ($200,000.00) to rebuild a new antenna site. Mark C. indicated the he would look into some towers that were previously offered to us in the past. Chief Wingate indicated that the cost to study the needs and problems with the radio tower is approximately $5000.00. Discussion followed.
The JLMC discussed the fire alarm problems in the Town Office Building. Discussion followed on the problems that would occur if there was a fire and the consequences because this has been an issued for the past 2 1/5 years.
Discussion followed on the safety equipment list that department heads need to create for the committee; the committee decided that not all equipment would be listed.
The JLMC conducted an inspection of the Highway Garage and surrounding areas. (** See attached list of concerns**).
The next scheduled JLMC meeting date was set for May 25, 2006 at the Water and Sewer Treatment Facility.
Gylene made a motion to adjourn the meeting; Mark B. seconded the motion, the motion passed. The meeting was adjourned at 1:50 PM

Highway Department On-Site Inspection
Areas of Concern 4/6/06
1. Front door in need of safety glass.
2. All rags need to be in proper storage containers.
3. All Flammable items upstairs need to be relocated to another area.
4. Need more flammable storage areas.
5. Need to fix the stairs leading to the mixed glass recycle bin.
6. Need to replace gas cans with proper gas cans.
7. The flammable storage area is not properly vented.
