Joint Loss Management Committee Meeting

APPROVED

 

Thursday, April 19, 2007 – 12:15 p.m. to 1:45 p.m.

 

Attendance

Committee Members Present:               Mark Bucklin, Jeff Chartier, Elizabeth Corrow, Maggi Fellows, Gylene Salmon, Joe Sarto, Norm Skantze and Scott Lewandowski.

 

 

Committee Members Absent:                Mark Chevalier and Peggy Petraszewski.

 

Minutes

 

The minutes of January 25, 2007 were reviewed. Joe made a motion to accept the minutes as written, Gylene seconded the motion, the motion passed.

 

New Business

 

The Workers Compensation reports were reviewed. The Committee had no recommendations for the only Analysis of Worker’s Compensation Claim received from the Fire Department. 

 

The Committee discussed future site inspections. A discussion followed on the JLMC budget. It was decided to prioritize safety items to address through the new budget. Some of these costs could be shared between the JLMC and individual department budgets. Our current budget is $5000.00. Jeff indicated that it should be for building type repairs or issues not for equipment. Discussion followed on getting three quotes for Highway and the Old Town Hall for the installation of the fire alarm system. Discussion followed on the fire alarm system in the town office building. Norm indicated that all town owned buildings should be part of the alarm system. There was a discussion on the need for fire alarm system at the Highway garage being a priority. Elizabeth indicated that we need a quote. Mark and Norm will get the quotes and bring their recommendations back to the committee.

 

Gylene made a motion to have Norm and Mark get quotes for the following buildings: Highway, Old Town Hall, Town Office Building, Library, Old Fire Station and Water & Sewer, to install or upgrade the fire alarm systems, Maggi seconded the motion, the motion passed.

 

Discussion on future site inspections – It was decided that Kelley Park should be the next inspection site.

 

Discussion followed on portable radios. Norm believes that all employees have radios, Gylene will check with the new Chief. A lengthy discussion followed on a new radio tower. This upgrade will need a variance due to the proposed height of the pole.

 

The Action Plan was discussed all items have been completed accept the attendance at the Supervisor School. Discussion followed on getting the Newfound Area Chiefs Association involved so maybe a class could be held locally.

 

Other Business

 

The JLMC inspected the Old Town Hall. (See attached list of findings).

 

The next scheduled JLMC meeting date was set for July 19, 2007 at Kelley Park.

 

Jeff made a motion to adjourn the meeting; Norm seconded the motion, the motion passed. The meeting was adjourned at 1:45 PM

Old Town Hall   On-Site Inspection

Areas of Concern 4/19/07

 

 

  1. Roof Leaks
  2. Vent ducts (nests, birds, animals in the insulation)
  3. Fire Alarm
  4. Fire extinguishers need to be mounted.
  5. Co2 detector

6.      Smoke Detectors

  1. Men’s room Urinal is broken
  2. Trees need to be cut out side.
  3. Numerous items in the egress.
  4. No stairs leading off of the side door. (This would be considered a fire escape route)
  5. Ceilings in vault room are falling down due to water damage.
  6. Large safe is falling through the floor
  7. Can not open safe door from inside (currently door is left open).
  8. No hand rail on any of the stairways (inside of building).
  9. Emergency lighting does not work.
  10. Wheel chair ramp is not appropriate for emergencies.
  11.  Lawn Mower needs to be stored outside of building.
  12. Chemical cleaners stored on stage.
  13. Broken window to the cellar.
  14. Numerous wood items placed against the building and on the roof.
  15. Numerous holes in the back of the building’s walls.
  16. Paint stored by the boiler and hot water heater in basement.
  17. 14 doors stored in same area downstairs.
  18. Furnace vent needs to be secured.
  19. Furnace boiler needs to be serviced.
  20. This building should not be used as a storage facility.
