The meeting opened at 7:02 p.m.
MINUTES OF JULY 17, 2007:
The following amendments were made: Page 1, 3rd paragraph, 5th line, delete “plan of one”. Page 2, 1st paragraph, 3rd line, delete “State Regs.” and replace with “OEP Handbook.” Paragraph 3, 1st, 2nd and last line, correct “Kelly” to read “Kelley”. Page 3, 3rd paragraph, 4th line, replace “Kelly” with “Kelley”. At the end of paragraph 4, add “Mr. Paradis also mentioned the Fire equipment study.”
Paragraph 7, 2nd line, replace “where do” with “how are” and replace “come in” with “itemized”. Page 4, 4th paragraph, last line, delete “some”. Paragraph 6, 7th line, change to read: “Mr. Milbrand asked if both the time and money requirements have to be met to be considered a capital asset. Mr. VanDerven said……” Paragraph 7, line 4, replace “are to support” with “have the support of”. Page 5, 2nd paragraph, line 1, replace “October” with “July”. Last paragraph, line 2, replace “9:45” with “8:45”.
D. Paradis made a motion, second by J. DellaCroce, to accept the minutes as amended. The motion carried.
CIP DEFINITION:
Mr. Campbell read the CIP definition from the OEP, Chapter VI handbook. A discussion was held as to keeping the $2500 or increasing it to $5,000.
The Board agreed to a definition of “Any expenditure of $2500 or more for a project or facility having a useful life of at least 3 years.”
10 YEARS OF PREVIOUS HISTORY:
Mr. Campbell explained that we need to get the information of the last 10 years for capital expenditures. It was felt that this can be found in the town reports if the information is not available through some other source.

LISTING/DEVELOPING CIP PROJECTS:
Mr. Campbell expressed that the time is short to get a plan by October. He felt that we should begin to form a list of some projects, pointing out suggestions shown on page 8 of the handbook.
Following discussion as to what will come under Ms. Corrow and the regular budgeted departments and what the committee should address. The following list was made:
Downtown Improvement
New Police Headquarters Building
Develop Picnic Area (River Park) in old R.R. Station area
Skateboard Park
Kayak Launch on Avery/Crouse Beach
Some of the members felt that we need to ask the general public for suggestions. Also mentioned was the extension of the walking trail and this was thought to be combined with the picnic area. The beach problem was brought up but felt that it will come under Ms. Corrow’s presentation. Other thoughts mentioned were a Senior Center, swimming pool, parking garage and sewer to the lake. It was felt that the partnering of our Selectmen with Selectmen of the neighboring towns is a good idea.
Downtown was felt to be the main priority as shown on page 28 of the Master Plan. A discussion on the fact that DOT is involved with a lot of this and we have to wait on them. It was suggested that we see Steve Favorite about this as he has had a lot of dialogue with them as head of the Downtown Revitalization Committee. It was noted that #3 and #4 in the Master Plan have been accomplished. Sidewalks were discussed, pointing out that they need widening and replacing (perhaps with a fake brick look).
Mr. Campbell stated that he wants the committee to talk with various groups before interviewing other people. He then assigned Ms. DellaCroce to the School Board,
Mr. Paradis to the Budget Committee, Mr. Babcock to the Grafton County Administrator, Mr. Milbrand to the Planning Board and himself to the SelectBoard.
NEXT MEETING: Mr. Campbell wanted to wait for a date from Ms. Corrow and her department CIP plan to be held sometime in August. In the meantime, he asked that the committee speak with their assigned people and said that he will try to get some of the historic numbers.
